For staff
The first special rank of commanding officers can be awarded no higher than the special rank of major of the internal service. A citizen who is in the reserve of the Armed Forces of the Russian Federation, after joining the federal fire service as a private, junior, middle or senior commanding officer, is assigned a special rank corresponding to the military rank assigned to him, or a higher special rank, if in accordance with Federal Law Federal Law 141 of May 23, 2016 On service in the Federal Fire Service (FPS), he has the right to do so.

The length of service in these ranks is not established.
Employees with these ranks occupy high positions, for example: Minister of Emergency Situations of the Russian Federation, Deputy Ministers, heads of educational institutions of the Ministry of Emergency Situations of Russia and others.
The first special ranks of rank-and-file personnel and junior commanding personnel of bodies and units for emergency situations are assigned to citizens no older than 30 years, and the first special ranks of middle and senior commanding personnel, as a rule, are assigned to citizens no older than 35 years.
It is worth paying attention that if the period of service in a certain rank is approaching, but the employee does not occupy a regular position provided for receiving a new rank one step higher, then the rank is not assigned.

Special ranks are assigned to employees of the federal fire service for life.
Upon dismissal from service in the federal fire service, the words “retired” are added to the employee’s existing special rank. An employee may be deprived of a special rank in the manner established by the legislation of the Russian Federation.
In the event of an unreasonable delay in submitting an employee for assignment to the next special rank, the corresponding special rank is assigned to him from the next day after the expiration of the period of service in the previous special rank.
An employee of the federal fire service who has graduated from an educational organization of higher education of the federal executive body in the field of fire safety through full-time study or is appointed upon graduation from an educational organization of higher education of the federal executive body in the field of fire safety to the position of middle or senior command staff, the special rank of internal lieutenant service is assigned regardless of the length of stay in the previous special rank.

Citizens who have served in military service, state civil service and other types of state service, when appointed to positions in the federal fire service, are awarded the first special rank in accordance with Articles 40 and 42 of the Federal Law No. 141 (see, respectively) in the manner established by the federal executive body authorities in the field of fire safety, taking into account the assigned military rank, special rank, class rank or diplomatic rank and the length of stay in the military rank, special rank, class rank or diplomatic rank.

- If an employee is appointed as a deputy of a local council, the State Duma or another state authority, as well as when appointed as the head of the administration of a city or region (this norm is described by Article 37 141-FZ, part one, paragraph four);
- Physical disappearance of an employee from his place of service for unknown reasons (including desertion);
- Criminal or administrative prosecution of an employee, including the imposition of a real term of serving a sentence (the condition remains until the prosecution is completely stopped or pardoned);
- Multiple violations of discipline by an employee (the norms are described in Article 49 141-FZ), including the prescription of a reprimand, a severe reprimand, and failure to comply with service requirements.
In cases where an employee again receives the right to receive a rank in the Ministry of Emergency Situations , it is appointed one day after the expiration of the statutory period of service in the current rank. This also applies to cases of rehabilitation of citizens after criminal prosecution.
Note: the assignment of subsequent ranks must fully correspond to the level of the position held. For example, if the employee is a guard chief, then the maximum rank for a particular position is first lieutenant.
