The first special rank of commanding officers can be awarded no higher than the special rank of major of the internal service. In the event of an unreasonable delay in submitting an employee for assignment to the next special rank, the corresponding special rank is assigned to him from the next day after the expiration of the period of service in the previous special rank.

An employee of the federal fire service who has graduated from an educational organization of higher education of the federal executive body in the field of fire safety through full-time study or is appointed upon graduation from an educational organization of higher education of the federal executive body in the field of fire safety to the position of middle or senior command staff, the special rank of internal lieutenant service is assigned regardless of the length of stay in the previous special rank.
