Description of the SHP pistol OS-IZH-71 cal. 9×17 (10TK cartridge):
IZH-71 pistol of 9x17 caliber was developed by designers of the Izhevsk Arms Plant by modernizing the PM pistol in 1994. At the moment, IZH-71 is the most common pistol in security structures.
The pistol is made from a combat service IZH-71. Certified in the Russian Federation, in free circulation without licenses or permits.
The Makarov-SO pistol mod.71, deactivated by the SHP , is a deactivated modification of a real military weapon. The first, trial PMs in the amount of 30 pieces were produced at the Tula Arms Plant. Full production of the Makarov pistol began in 1949 at the machine-building plant in Izhevsk, the first batch amounted to 5 thousand pieces. It was adopted by the army to replace the TT.
The most important advantage of the Makarov pistol was the ability to operate it in the most difficult conditions and a high degree of reliability. The weapon showed excellent performance in the combat operations of the Vietnam War, in the jungle, then in combat operations in Afghanistan, in the First and Second Chechen War. Today the PM is recognized as one of the best combat pistols in the world.
This modification of the Makarov pistol is based on a newer version of the PM - IZH-71, designed for the 9x17 cartridge. This modification was developed in 1995 for use by security agencies. Cooling was carried out at the Kurs-S plant, SHP SO-IZH-71 fires flash-noise cartridges of 10TK . The fact that this weapon is not a combat weapon is evidenced by the engraving on the bottom of the bolt - CO (i.e. decommissioned weapon).
The appearance of this PM corresponds to the original combat model IZH-71, the handle is made of bakelite. In general, the weapon looks impressive and solid, is lightweight (730 grams), compact and easy to operate.

Weapon maintenance and care
Izh-71 is unpretentious in maintenance and does not require frequent cleaning and maintenance work. In principle, you can hardly clean the gun at all, and it will work normally. Especially if the ammunition for it is of good quality. However, it’s better not to let it get to that point. The whole process takes a little time and is not particularly complicated. Several points and part of the trigger are lubricated, and the barrel is cleaned with a cleaning rod. The main thing is not to overdo it with the latter, otherwise you can damage the protective layer.

The process does not require special knowledge and is completed in a few simple steps. The model is assembled in the same way, only in reverse order:
- Before disassembling the weapon, it is necessary to check its safety. Make sure there is no cartridge in the chamber and the magazine is removed from the shaft;
- With a smooth movement, the shutter is separated from the frame;
- Remove the return spring from the barrel.
The process of partial disassembly of the MP-71 has been completed. After this, the operator gains access to all components of the weapon and can carry out preventative cleaning and lubrication of the components. Assembly is carried out in a similar way, but in reverse order.
Quite rare PM decommissioned cooled IZH 71 100 series
Quite rare and produced in a very small number of copies, a cold decommissioned PM IZH 71 100 series, outwardly slightly different from the standard model of the Makarov pistol, there are notches on the handle, a different magazine shape. IZH-71-100-SO from Kurs-S operates on a 10-tk caliber blank cartridge.

In the early 90s, widespread sales of rifled hunting and military weapons to the population began. Basically, people from government structures armed themselves - officials, deputies, law enforcement officers, heads of large enterprises and institutions. At that time, obtaining permission to purchase military weapons, or purchasing them as sporting or hunting weapons, did not pose any problem for them. But in order to somehow veil the mass armament of certain sections of society, they began producing the “IZH-70 sports training pistol.” It differs from the combat model PM only by the presence of a rear sight that is adjustable vertically and horizontally (similar to the sights of sporting small-caliber pistols). True, this innovation does not provide practically any advantage over the PM with a fixed rear sight. Therefore, they subsequently abandoned such a rear sight, returning again to a fixed one. Another modification of the pistol, IZH-70-100, has a 12-round magazine and the appearance of a PMM pistol. Both samples are fired using the standard 9×18 PM cartridge.
Subsequently, export models of the pistol chambered for 9×17 K (380 automatic gearboxes) appeared - IZH-70-200 and IZH-70-300. Due to their low cost (about $230) and high reliability, these models are currently quite popular in Western arms markets.
At the end of 1993, based on the PM, the IZH-70-400 model chambered for the 9x19 cartridge was developed. To slow down the recoil of the bolt when fired, screw grooves were made in the chamber of the pistol, similar to the PMM, and the mass of the bolt casing was increased by 30 grams. In addition, the end of the trigger guard, located in the front wall of the pistol grip, received an additional flat protrusion that prevents disassembly of the pistol when the magazine is not removed, which further increases the safety of handling the weapon. At the end of 1995, when the problem of arming security structures arose, production began of another version of the IZH-70 pistol chambered for 9×17 K, differing from export models in the presence of a non-adjustable rear sight, like on the service PM (the first models also have an adjustable rear sight) . This model was designated IZH-71. Thus, IZH-71 is not a descendant of the PM, but of its export version IZH-70 chambered for 9x17K, which was turned into a new model by simply applying a different inscription. The IZH-71 differs from the PM only in the barrel diameter reduced by 0.2 mm and the chamber dimensions, which now correspond to the 9×17 K cartridge case.

An urgent need
After the collapse of the Soviet Union and the sharp criminalization of Russian society in the early 90s of the last century, many people understood the need to create private security structures capable of protecting entrepreneurs from the lawlessness of their “brothers.”
The problem of providing security guards responsible for the safety of individuals and legal entities with service weapons has become acute. This weapon had to be effective enough to resist members of organized criminal groups and at the same time comply with Russian legislation. And this legislation prohibited employees of private security agencies from exceeding permissible measures of self-defense and inflicting serious injuries on detainees.
The first and most popular service weapon of Russian security guards was the IZH-71 pistol, developed and manufactured in 1995 by specialists from the Izhevsk Mechanical Plant.
After the Federal Assembly of the Russian Federation adopted the Law “On Weapons” in 1996, most of the country’s weapons factories hastily began developing traumatic and gas pistols, which subsequently entered service with private security structures in Russia. But all experts still fondly remember the reliable Izh-71, ahead of its time, which saved more than one human life.
Visual similarity
Factory engineers, who for many years were involved in the production of Russia's most common pistol, the PM (Makarov Pistol), decided to create a new service weapon that would be as similar as possible to its military counterpart.
To this end, a minimal number of design changes were made to the PM design, most of which related to adapting the magazine for the use of less powerful 9x17 mm Browning Kurz or .380 Auto cartridges.
Manufacturers also modernized the barrel and chamber, thanks to which criminals lost the opportunity to remake the IZH-71 to fire 9x18 mm PM live ammunition.
Everyone knew what Makarov looked like. And information about the existence of its “vegetarian” version did not reach the criminal ranks very quickly. So the pseudo-PM many times reassured criminals with just his appearance - by confidently taking it out of its holster, the guards created the illusion of having military weapons, which, of course, influenced the balance of power in the conflict.

The use of the less powerful 9x17 mm Browning Kurz cartridge, by the way, did not weaken the stopping power of the bullet that much. Having an initial speed of 260 meters per second, the bullet was even heavier than a standard combat bullet - 6.2 g versus 6.1 g.
Convenient and trouble-free
Thanks to the preservation of all design parameters of the PM, the use of IZH-71 turned out to be optimal for former employees of the Russian army and police who transferred to private security structures, since most of them used the Makarov for many years during their service.
The new service pistol was given additional effectiveness by the possibility of attaching a laser target designator, which was automatically turned on when the trigger was pressed in free-motion mode, which terrified attackers. It’s unpleasant, you know, to see a characteristic red dot on yourself, hinting at big troubles.
Only the use of non-adjustable sights attached to the bolt reduced the popularity of the IZH-71. Thanks to this artificial disadvantage, with a maximum sighting range of 25 meters, the most effective use of the pistol was only at a distance of up to 10 meters.
The Izhevsk Mechanical Plant produced three main modifications of this pistol, differing in the capacity of their magazines, each of which had both its supporters and opponents:
- The “classic” IZH-71/071-101 was equipped with a standard 8-round magazine
- Model IZH-71/071-102 had a larger magazine with 10 rounds
- IZH-71 N/-71-103 was equipped with a 12-round magazine
The increased popularity of the IZH-71 service pistol forced the manufacturer to begin developing the IZH-70 model, used exclusively as a sports training pistol.
It is interesting that outside of Russia, the IZH-71 was significantly ahead of its older brother PM in popularity and created serious competition for American manufacturers of short-barreled weapons of this type.

The volumes of IZH-71 exports to the United States at the end of the last – beginning of this century were so great that the government of this country decided to ban its import and sale, giving the Russian service pistol the title of “the favorite weapon of the American mafia.”
Today, the place of these short-barreled civilian weapons has been taken by more modern lightweight models. But many private security officers are happy to carry with them the old, proven IZH-71, which since September 2008 has changed its name to the English-language MP-71 (Makarov pistol).

History of creation
After the collapse of the Soviet Union into sovereign countries, most arms factories began to experience problems with financing. And it’s not just about wholesale privatization, but also the disruption of supply chains. They also lost a large market in the form of countries allied with the USSR. Business leaders had to urgently look for ways to make a profit in such difficult conditions. In particular, active production of civilian weapons began, which were mainly represented by hunting and sporting products.
At the same time, everyone tried to enter the international market, since Soviet, and then Russian, weapons were very popular and valued for their combination of price and quality. Several pistols were developed in this way, but an interesting version of the Makarov pistol chambered for the 9x17 mm Browning cartridge is interesting. The model was called Izh-71 and was not much different from the usual PM.
It is interesting that the numerical index in the name of the pistol is most likely tied to the length of the cartridge used.
Abroad, the Izh-71 faced great competition from global manufacturers and did not gain much popularity. There were many much more interesting personal defense weapons on the market. They were distinguished by better ergonomics and workmanship. The only real competitive advantage is the low price.
However, it is immediately worth noting that the pistol was developed not only for export. The fact is that in the 90s private security companies (PSCs) began to appear. Initially, they were armed with full-fledged combat PMs, but from a certain time such organizations were prohibited from using full-fledged combat models of personal weapons. It was precisely for their needs that the Izh-71, with a weakened cartridge, was ideally suited. Which, moreover, also cost much less.
Later they began to arm state security forces with them. It did not take root in the Ministry of Internal Affairs, but bailiffs, security guards of officials and a number of other structures began to use it instead of the usual PM. Interestingly, in 2000 they tried to ban the Izh-71 for private use. The issue was a law that did not allow private owners and government employees to be equipped with the same types of firearms. Litigation lasted for some time, but as a result, the Izh-71 was not banned.
Review and shooting: IZH-71 SO quenched (PM SHP)
Mass production of the model began in 1996. Production was established at the Izhevsk Mechanical Plant. The product was produced under the name Izh-71 until 2008. Then the company renamed the model to MP 71. Now it continues to be produced in small batches for various security organizations. However, it should be said right away that it has ceased to be so popular. Currently, many high-quality analogues have appeared on the Russian market at affordable prices, and a number of structures have simply been banned from using military weapons.
