The development of an aircraft for local airlines at OKB-49, headed by G.M. Beriev, began in the mid-1960s. The aircraft was a monoplane with a high wing, a classic tail and a three-post retractable landing gear. It was designed for 14 seats. Around the same time, the OK Antonov Design Bureau was designing the An-14M (An-28) aircraft of the same class. Both vehicles were designed for domestic TVD-850. For the first time, an aircraft, or rather, a model of an aircraft called the Be-30, was shown at an air festival in Domodedovo in 1967. A year later, on June 13, test pilot M. Mikhailov made the first flight on an experimental aircraft.

The main feature of this machine was the device for connecting both engines with a synchronous shaft through a special coupling. It made it possible, in the event of a failure of one of the engines, to simplify the technique of piloting the machine, especially in the most critical takeoff and landing modes. The first car did not have this device; it was installed only on the second, which entered state testing.
While the tests were underway, one of the vehicles was modified, giving it the designation Be-32. The change affected mainly the internal layout, the number of seats increased to 17. To determine which of the two design bureaus (OK Antonov and G.M. Beriev) was the best, Aeroflot decided to conduct comparative tests. V. Shahin flew on the An-28 plane, A. Lebedev flew on the Be-32. According to the results of comparative tests, the Be-32 was clearly superior to the An-28, but the Kiev vehicle had a very important quality - a more spacious cargo compartment. In the end, both were accepted. There was no plant for mass production of the Be-32 aircraft; moreover, mass production of aircraft of a similar class, the L-410, began in Czechoslovakia, which our country began to purchase.
A total of eight Be-30 aircraft were built (three at pilot plant No. 49 and five at plant No. 86 in Taganrog), subsequently the production aircraft were converted into the Be-32 variant. For cargo transportation, passenger seats can be dismantled and the interior can be adapted for cargo.
The Be-32 has excellent maneuverability on unpaved airfields. During operation, Be-32 and An-24 landed at one of the airfields at a short interval. The An-24, having taxied to the parking lot, buried itself in the ground along the axis of the wheels, and had to be pulled out with a tractor, while the Be-32 calmly taxied out on its own.
The aircraft's power plant is clearly outdated and underpowered, and new developments have not yet been implemented. One of the aircraft was equipped with an RK6A-65Vs engine with four-blade propellers, developed by the Pratt-Whitney Klimov joint venture.
The first flight of the aircraft, designated Be-32 K, took place in 1993, piloted by a crew led by test pilot V. Demyanovsky. In the summer of 1976, test pilot E. Lakhmostov set two world climb rate records for this class of aircraft on the Be-32. The plane rose to altitudes of 3000 and 6000 m in 2.42 and 5.3 minutes. Despite all the attempts of TANTK them. G.M. Beriev to attract the attention of investors and operators, the question of serial production remained open.
Based on the Be-32K, a project for the Be-132MK aircraft with a crew of two was developed. It is designed to carry 26 passengers in all weather conditions. The standard passenger cabin is designed to accommodate three seats in a row with a passage between them. In the rear part of the fuselage there is a luggage compartment with a side cargo hatch.
