Energy of a traumatic cartridge
Now, when the maximum energy is strictly limited, the concept of a “powerful cartridge” has gone far into the background - all modern cartridges have very low muzzle energy, insufficient to effectively destroy a living target. A drop in speed will inevitably entail a decrease in the penetration ability of the bullet - it simply will not be able to pass through clothing and will dissipate all its energy before reaching the body.

Bullet speed
Penetration abilities depend on speed, and a bullet with a higher speed at the exit from the barrel will penetrate more serious obstacles. In our equation with the maximum allowed muzzle energy, increasing velocity will mean decreasing mass, which will lead to a decrease in the stopping power of the bullet.
