What the cost of studying

The exact cost of training and exams must be determined personally. Different centers provide different ranges of services. There are distance courses on theoretical foundations. In addition, the price may vary due to certain discounts.

The division of training and exam costs is dictated by the fact that many people turn to the center to renew their license. They will pay about 4,000 rubles for the exam. The full course for a beginner will cost 6,000 rubles. Despite the rather significant costs, courses on the basics of handling weapons are mandatory, since without them the issuance of a license is impossible.

The procedure for obtaining a weapons permit in 2022

If you need to purchase a firearm for work, for hobby or recreation, or for self-defense, you will need to obtain a special permit. According to Russian law, only persons with a state-issued license can buy, store and use weapons.

To obtain a weapons license in 2022, you will need to collect several documents and submit them along with an application to the LRR unit of the territorial body of the State Guard of the Russian Guard at your place of residence. Required to provide are certificates from a therapist (with notes from an ophthalmologist, narcologist and psychiatrist), two b/w matte photographs in 3*4 format, and a photocopy of the passport.

In addition, you must pay a state fee and undergo special training in gun safety. Certificates of payment of the fee and passing the exam must also be attached to the package of documents. If you plan to apply for a hunting weapon permit , do not forget to photocopy your hunting license. Sometimes you may be asked for a military ID or registration certificate.

Where can I study to obtain a firearms license?

Our organization has a license to carry out educational activities issued by the Moscow Department of Education;
“Additional general educational program for training individuals in order to study the rules of safe handling of weapons and acquire skills in safe handling of weapons” agreed with ULRR GULRRiGK of Russia. An employee of the OLRR of the Russian Guard of Russia for Moscow is present on the examination committee of the NOCHU ODPO “CSSP”. The documents issued to our organization upon completion of training are accepted by all OLRR State Institutions of the Russian Guard throughout the Russian Federation.

Training in the course “Safe handling of weapons”

The procedure for acquiring weapons by citizens of the Russian Federation.

To purchase a weapon you need:
Medical examination (certificates).

— Medical report of a psychiatrist from the PND (psychoneurological dispensary at the place of registration);

— Medical report from a narcologist from the ND (drug treatment clinic at the place of registration);

— Medical report form 003-О/у about the absence of narcotic drugs, psychotropic substances in the body (narcological clinic at the place of registration);

— Medical report form 002-О/у (issued in any medical center, based on the above certificates, where there are forms of this form).

Complete the “Safe Handling of Weapons” course at our Training Center.

Obtaining a Certificate of completion of the course and a knowledge test certificate for submission to the OLRR.

Required documents for training:

— Passport original and copy (first spread and registration page)

Training 6 academic hours.

Hunting license (for hunting weapons).

If you are applying for a license for a weapon of limited destruction (injury), then immediately proceed to the next point 4.

A hunting ticket can be obtained through the MFC or on the State Services website in your personal account by submitting an application for a Hunting ticket. This service is free. After a week you receive an unlimited Hunting Ticket.

Buy a gun safe.

Check the dimensions of your future weapon and purchase a safe of the appropriate size.

Submitting an application for a license and going to the OLRR.

Submit an application for a license to purchase weapons in your personal account on the State Services portal.

Pay the state fee for a license to purchase a weapon.

After this, you receive an invitation and on the appointed day you go to the OLRR, taking with you all the original documents received (passport, medical certificates, training documents, hunting license (for long-barreled hunting weapons), 3/4 cm matte photos, 2 pieces for each license)

You will receive an official request from the inspector, with which you go to the local police officer, who, in turn, will give you a mark stating that your safe meets all the requirements for storing weapons.

Obtaining a license to purchase weapons.

When you receive a message in your personal account on the State Services portal that the documents are ready, go to the OLRR and pick up your licenses.

A license to purchase weapons is issued for a period of six months, the validity period is indicated in it. You must complete your purchase before this date.

If you have not purchased a weapon within 6 months, your license will expire. It cannot be extended and is returned back to OLRR.

Purchased weapons are subject to mandatory registration with the OLRR within 14 calendar days from the date of purchase.

After registration, you will be issued a permit to store and carry weapons, which will be valid for 5 years.

Article 13. The right to purchase weapons by citizens of the Russian Federation

The right to purchase civilian firearms of limited destruction are citizens of the Russian Federation who have reached the age of 21, citizens of the Russian Federation who have not reached the age of 21, who have completed or are undergoing military service, as well as citizens serving in state paramilitary organizations and having military ranks or special titles or class ranks of justice. Citizens of the Russian Federation who have reached the age of 18 have the right to purchase gas weapons, smooth-bore long-barreled self-defense weapons, sports weapons, hunting weapons, signal weapons, bladed weapons intended for wearing with the national costumes of the peoples of the Russian Federation or the Cossack uniform.

Important information!!!

A license to purchase weapons is not issued to citizens of the Russian Federation:

1. Under the age established by this Federal Law;

2. Those who have not submitted a medical report on the absence of medical contraindications to the possession of weapons and a medical report on the absence of narcotic drugs, psychotropic substances and their metabolites in the human body;

3. Those who have an unexpunged or unexpunged conviction for a crime committed intentionally, or who have an expunged or expunged conviction for a grave or especially grave crime committed with the use of a weapon;

4. Those serving a sentence for a crime;

5. 6. Having no permanent place of residence;

7. Those who have not submitted to the federal executive body authorized in the field of arms trafficking, or its territorial body, documents on completion of appropriate training and other documents specified in this Federal Law;

8. Deprived by a court decision of the right to purchase weapons;

9. Registered in health care institutions for mental illness, alcoholism or drug addiction;

10. Subjected to administrative punishment for the consumption of narcotic drugs or psychotropic substances without a doctor’s prescription or new potentially dangerous psychoactive substances - until the end of the period during which the person is considered subject to administrative punishment.

Weapon permit price

The cost of obtaining a weapons license consists of several points: the state licensing fee, the cost of preparatory courses and the cost of issuing certificates if you went to a paid clinic.

The amount of the one-time government fee for obtaining a weapons permit varies depending on the type of weapon you need. Weapon license registration is paid for each unit purchased. When purchasing a weapon, you must also pay a fee. You can find out the current prices for your individual purposes by contacting the nearest licensing and permitting department (LRO).

Practical stage

Practical training is aimed at teaching shooting techniques from various types of weapons. Each student must fire at least 25 shots. The recommended number of shots to ensure effective training reaches one hundred, but this criterion is left to the discretion of the center itself.

The distance to the target can vary from 3 to 25 meters. It is supposed to teach shooting from two main positions: with a support and standing without a support. During practical classes, safe shooting skills are also developed, where students demonstrate successful mastery of theoretical material. The practical exam is carried out in the form of assembling/disassembling weapons, as well as in the form of shooting at a target.

Use of traumatic weapons

Weapons of limited destruction refer to civilian weapons of self-defense, that is, they are purchased by citizens to protect life, health and their property. These are the core values ​​that a citizen can defend with legally owned weapons. You can use traumatic weapons only in cases where there is a direct threat to life, health and property. The use of OOOP is determined by the weapons law. Article 24 states that a citizen has the right to use weapons to protect health, life and his property. That is, in the case of self-defense, roughly speaking. Determining where the line between self-defense and non-self-defense lies is quite difficult. A citizen must correlate the actions inflicted on him or their severity with the consequences that may occur after he uses the OOOP weapon. Having used OOOP, you must immediately report it to the police.

Stages of training in handling weapons

You can undergo such training in shooting training centers specially organized for this purpose. Here you will be offered a special training program, which includes the following stages:

  • Theoretical training : mastering theoretical knowledge, which includes the study of legislative acts, rights and responsibilities, as well as the theory of wearing, storing and using weapons;
  • Practical training : practical training in handling a gas pistol and revolver, hunting rifle, etc.;
  • Certification to check the acquisition of all knowledge and practical skills.

Another club designed for education and training of professional shooters - security guards, bodyguards, private detectives, as well as those who are interested in developing shooting skills from civilian and hunting weapons for self-defense and participation in sports shooting competitions. Mandatory induction training for those who are not members of the IPSC/FPSR includes an hour-long theoretical lesson upon joining the club, and at least 50 practice shots.

Obtaining a hunting license

If hunting weapons are to be registered, we will begin the entire procedure by obtaining a hunting license. Moreover, this will practically not bring any financial costs. The government services portal will come to the rescue, which will work in all its glory upon receipt of a hunting ticket.

A photo will only have to be uploaded for the application form to be accepted, since the “Photo” column is mandatory. But the department does not have a printer to print a photo, so they will ask you for ready-made photos. In a week, you can receive the finished document completely free of charge, although your wallet will be empty by 200 rubles, which you will have to pay for the photographs. Due to such nuances, you should prepare photocopies of your passport just in case. Otherwise, the ticket issuance service is free.

Carrying a weapon of limited destruction

Naturally, you can carry a traumatic weapon with you if you have received permission to store and carry it. The rules for carrying OOOP provide for carrying a firearm of limited destruction without a cartridge in the chamber, with a loaded magazine or drum, with the safety on and in a sheathed state in a holster. You must have identification documents with you, as well as a license or permit to store and carry weapons issued by the internal affairs authorities.

In principle, carrying weapons is always carried out on the basis of licenses or permits issued by internal affairs bodies for storing and carrying specific types, types and models of weapons.
